Loli's a blacklist tag, Gelbooru's willing to have it overused in some cases to make sure people who really,
really don't want to see loli don't see it. The character's canonical age doesn't matter at all, as the tag's wiki entry spells out:
This tag is for sexually explicit or sexually_suggestive artwork of girls who appear to be young or preadolescent (roughly between age 3 and 12). Please note the character's canonical age doesn't matter - if the character is canonically 12 but looks 20+, they are not loli. Similarly, if a character is canonically 3000 but appears to only be 12, then they are considered loli. Work-safe, non-sexual images of young girls should not be tagged as loli - that is what the child tag is for.
Unfortunately a lot of people think sexually suggestive includes pretty much
all nudity when it comes to girls, so all nude females that look to be 12 or younger should have the loli tag. You may disagree, but some people get seriously bent out of shape by even innocent things like Yuno from Hidimari Sketch in the bathtub naked, even though you can't see any of her body because of the water, and the scene was never meant to be sexually suggestive. (Some people go so far as to attack Hidimari Sketch as "pedo shit" because of the Yuno bathtub scenes.)
That's not to say that serious misuse doesn't happen, I discovered this image tagged as loli the other day:
