I believe the decision was that only Geltas would work on it, otherwise it wouldn't be Gelbooru. Also, Geltas is too busy to work on it often even if we did have a lot of money.

Well, if the source is anything close to the 0.1 source, then I have to say, the devs have very little knowledge of programming and web servers (0.1 is riddled with mistakes that will lead to errors), also, they would actually be infinitely better off sharing the source for others to participate in development.
Mostly because their development is so slow (0.1 to 0.2 in almost ten years --- really??!) that even monkeys would almost be able to develop faster by coincinence.

This post is mostly meant as a joke, but seriously... we are lots of people who can use and contribute to the code.

The 0.3.x source is a complete rebuild from scratch. The 0.2.x code already completely replaced much of the backend code. The 0.1.x codebase barely resembles the 0.2.x or 0.3.x codebases.

It didn't take us 10 years to get from 0.1 to 0.2, that only took a couple years. We've been running 0.2.5 for over 10 years largely because we shifted development to other projects that didn't pan out, and during that time we basically weren't developing Gelbooru at all. Our main developer doesn't make anything from the site other than being paid hourly for working on it, and as far as I'm aware he doesn't use the site either, so unless we're paying him to work on it, he has no real reason to do so. We're currently mostly focused on making improvements to the 0.2.5 version we're already sing on the site, since we can add a lot of important features here much more quickly than we can get 0.3.x completed. You can see this in the form of getting the alias system working, adding implications to the site, favorites searching, and searching within pools, as well as other features. We've determined that getting these features up on the site is more immediately helpful to our users, and it's something we can actually accomplish with our current resources. That isn't to say that 0.3.x isn't being worked on at all, as we'll also be adding these features to the 0.3.x branch; we've just prioritized development that will help our users more.

We still don't have any immediate plans to release the 0.3.x code as is.
