I would like this image restored. The given reason for deletion is "counter image," but I do not see how that qualifies for deletion.
Although non-Japanese content is prohibited, it could be argued that the image falls under the exception stating "Photographs of ... prominent figures in the industry are acceptable." I would argue that Gelbooru is a prominent figure in the industry as a distributor of sorts, and a screenshot embodies the properties of a photograph as a visual record created at once through an automated process rather than being created piecewise by the hand of an artist.
As a last point, the image has a score of positive twelve. Even though an image's score does not intrinsically validate the image for inclusion in the database, the score does illustrate an at least tentative acceptance of the image by the community as a whole.
The fact that it's *from* a doujin is irrelevant. It's not part of any multi-page story and it meets all the qualifications of any other single piece of fanart.

... you cannot post any doujinshi or manga images, it's FROM a doujinshi, that means it's from a doujinshi, that means it's from a doujinshi... it's not allowed. The fact it has no text doesn't make it okay. It's still a doujinshi image.
Because a video game which originated in Japan isn't at all related to Japanese culture.
While I can understand why it got deleted -- artist is definitely non-Japanese and was popular in America with most not really knowing the origins -- I have to go with Submariner on this one since was just as popular in Japan (under a slightly different name, of course). en.wikipedia.org/wiki/Pac-Man
