They can be allowed if good quality. May help if you provide the source and tag what anime it references to lessen the likelihood of it being removed by staff or flagged by others.

Source was wrong. It should point to the page the image is on (though this requires an account for NSFW)
Found the image for free on pixiv and confirmed the artist is Japanese. www.pixiv.net/en/artworks/55312886

Hey there! Love if I could get this image restored: gelbooru.com/index.php?page=post&s=view&id=6002833. Disagree with the determination that it was a poor edit. As far as ganguro edits go, it's pretty solid. I honestly think you wouldn't be able to tell it was an edit.
