As luck would have it, the only evidence I could find up till now is in Spanish, a language I've never learnt. However I speak French so I'll give everyone a laugh and attempt a translation of the text directly above & below the 3rd image from the top (also the 1st of the uploaded set).

With time, the Moomins had their own animated series which were done by different companies. The most recent one is the European-Japanese collaboration which also produced feature-length films. [note: Finnish/Dutch/Japanese coproduction]

That seems to me conclusive evidence. Original artist would then be Animation Director & Character Designer Nakura Yasuhiro or then the collective team of artists from Japanese studios Tele-Image Japan Inc. & Visual 80. This adds more weight to the first idea and 6 of 8 images are illustrations anyway:
