The government isn't out of touch, they're just power hungry. They know what they are doing isn't helping people and their only intention is to benefit themselves while making sure the consequences of their laws only hit the common people.

The real answer is that nobody knows. It might be on the books as being illegal, but some jurisdictions have ruled that those laws violate the 1st ammendment. Because of this, any future case might rule either way, even in places where its on the books as illegal.

From what I've seen, nobody in the system really wants to answer the question either.

A VPN is good enough to keep your ISP from finding out that you're a loli enjoyer, if that matters to you. Honestly if you're on any of the major US ISPs (Xfinity, Frontier, Verizon, Sparklight, Cox, AT&T U-verse, Spectrum, CenturyLink, Astound), you should be using a VPN as much as is feasible, because heaven knows they're selling your browsing data and habits to the highest bidder.

A VPN is *not* good enough to protect you if three-letter agencies take an interest in what you're doing online, but three-letter agencies don't care about lolis, so don't give them a reason to care about anything else you're doing, and you'll be okay.
