I guess you can if you're very young and very horny, and mostly back in the day where the access to actual porn was limited. But unlike what the usual idiots believe, ecchi ISNT meant to be porn. its just aesthetically pleasing and titillating bonus, a bit of spice, some extra flavour to a dull meal. Its rated and broadcast for a wider audience, and before moral panics managed to get their hands on regulators, it was very present in tons of media.
