for example, if I wanted to blacklist the "penis" tag unless the "group_sex" was ALSO present, how could I do this? if this is not possible with the blacklist function how would I search with those parameters

I wouldn't imagine there's any kind of 'sharing' between websites, and maybe the same thing wouldn't even work in a different environment, but I have found that e621 is 100% able to allow for conditional blacklisting.
In your example, you would add the line "penis -group_sex" (no quotes) and it would hide any images with the "penis" tag that did not also contain the "group_sex" tag.
Apologies if this ultimately proves completely irrelevant.

The only sites I know which allows this are e621 and maybe danbooru, besides those nobody else allows blacklist combinations
