For writing specifically: read. Read books or essays or articles or whatever it is you normally write. Yes, comics/graphic novels/manga counts as reading, but work in some regular books (I'd include light novels in that) too. Same principle applies with art. Look at other art, study what you like or don't like about it, go practice.

Ultimately sometimes you just have to force yourself to do the thing and make a habit out of it. Even if what you make is total shit, you can go back and fix it and/or learn to do better next time; can't fix or learn from something that doesn't exist to begin with.

In the moment of writing or whatever, personally having some music on in the background helps. I prefer instrumental or very little vocals, nothing too hyped up. YMMV
