Well I think that contributes to Lurkerella's original idea or them being younger, it could be that Panty used to have bigger breasts. It's highly possible.

Nope, anon1 is right, this is a crossover. The tags on pixiv definitely say Hetalia, but I don't follow the series so I'm not sure who the characters are. Panty looks like America's genderswap from what I've seen, but no clue on stocking.
