not every Overlord rule a Netherworld, besides if she become the Overlord of Veldime then no other demon may try to take control of it, beside's I'm sure she won't ruin the place.

If anything Adell will just stop whoever else threatens Veldime. I mean canonically he needs to seek employment elsewhere because he did such a good job at demon hunting after the events of Disgaea 2 he ran himself out of business by taking care of all the demons in Veldime.
