Because it was originally Red and Green, then Blue came out. International versions were based on Blue's slightly altered engine, sound and graphics. Hence the Rival is Green, and always has been in Japan.

Yeah, in the English translation they've been going about that for a while then changed Green to Blue because of the games. They only translated it and didn't change it around until midway point of the first season of the manga.
