Looks like the crew somewhere between 6-10 years prior to the timeskip.

Which explains why Nico is an older teen, Franky still Frank-ish, but now why Brook is 'alive' again, considering he spent 49 years on that ship as a skeleton.

I think that should represent the Strawhats as a family. Like Oda said, Robin and Franky are the parents with Brook being the grandfather. Zoro is the first, Sanji second, Usopp third, Luffy fourth and Chopper the fifth and youngest son while Nami is the only daughter.

This also explains why Robin is holding Chopper and Franky Nami. Because they are the youngest of the other gender. Of course, the age dont really match but the whole presentation is that of a family.
