At first I thought it had to do with Japanese culture believing the sole of the foot to be a "dirty" part of the body. The source for this however leads me to think it may have more to do with a particular fanfic where this scene is a precursor to yuri BDSM. First the cape, then Mami's bondage ribbons. Homura had experience with the bondage ribbons in ep. 3. I didn't read the whole story because it's long and my Japanese reading skills are weak.
