That's a Type 38 chambered for 6.5x50, not a Type 99 chambered for 7.7x58. For the strongest bolt-action of WW2, may I introduce the PTRD-41.
As for battle rifles:
Type 38 9g at 762m/s = 2613 J
Type 99 13g at 755m/s = 3705 J
K98k 11.55g at 790m/s = 3604 J
SMLE 12g at 783m/s = 3679 J
Mosin 11.7g at 805m/s = 3791 J
M1903 11g at 850m/s = 3974 J
Note: The latter 4 had long service lives with different loadings and barrels so the muzzle energy varied somewhat.
So, other than the Type 38, they're all in the same ball park.
