Spoilers alert: this is the cover of a doujin which involves the titular battleship girl doing…that kind of stuff towards a bunch of occupying soldiers, much to the dismay of those destroyer and frigate girls (“younger" ship girls, see) who looked up to her like a big sister. On the other hand, google RAA to find out a piece of Japanese history that no one in that country wished to mention again.
