I am pretty sure there's a third person involved, since the girl with the ballgag seems to have her hands immobilized by artificial "hooves" in order to stop her from freeing herself and/or her friend. The other girl in turn is tied up, which means that even if one of the girls tied up the other one, there had to be a third person to either lock the hoof-gloves OR tie up the vibrator girl.

The ball gag was placed on the right girl. The reason is that one can't try to explain things away and the other is busy moaning which increases their chances to get caught and the thrill.
