I think this is some kind of pun on their names. Many of the characters are named for battleships, and "Ikari" means "anchor".

That is correct. Virtually every character in NGE is named after IJN warships. Asuka's name was changed from Souryu (aircraft carrier) to Shikinami (destroyer) in the movie, though.
