Yep, this is real. Videl have become super saiyan for a brief moment in Dragon Ball Super. I wasn't sure if it was an strange light effect or something else. But no, it was a true transformation. Pretty amazing.

Okay, strictly speaking, I'm not so sure it would be considered truly super saiyan. Super saiyan like, maybe? Either way, wow, I find this wonderful!

Even if there's a time skip big enough where Pan would be old enough to fight, I wouldn't expect her to do much, sadly. Videl's been stripped of her tomboy/tsundere traits, leaving her the blandest of all the useless low-power-level allies. I can't really see Pan getting treated much better.

No she did not. Pan technically has the ability to become Super Saiyan, as she has Saiyan blood. As GT was made as a corporate sellout, and they could not yet figure out how to make a small girl look Super Saiyan, they decided she couldn't. But as a part Saiyan, she has the genetic requirements. When Goku needed enough Super Saiyans to unlock his Super Saiyan God power, Videl was revealed to be pregnant. Using her as a conduit, the Super Saiyan powers transferred from the embryo within Videl, through her to Goku. This showed as blonde hair... She does not however get to transform or be a Super Saiyan.
