From what I can tell on Real 23's pixiv page for this image, she's either based on or is a character from something from another user.

A user that primarily does novel entries on pixiv. So really, I can't for the life of me tell who this is at all.

She's hot though, whoever she is.

Okay those proportions are a bit whack. Head's too small, torso is too big in proportion to the limbs.
