It's possible they just exist to attract a potential mate. We are talking about a fantasy creature who looks like a fish and human rolled into one.
It's not like we know everything about ourselves. Most primates only have their breasts when they are lactating to feed their babies, yet human women have their breasts even when not with a child. There's theories as to why but no one is really sure why.
