Unfortunately it's because this series was very short. Like only 6 episodes or near that.
So it seems the logical choice was to dedicate more time to the story than to the fanservice.
In fact there's so little fanservice that this is the hottest scene in the show. (Or else it's the only scene I can remember.)
Which is too bad in my opinion, because this scene alone makes the show worth watching, and is one of the most Moe-tastic ways/moments I've ever seen fanservice delivered!
And I would have liked to see more of her charatcer in action.
