No, Alpha is and always was 2nd in command, the Lieutenant.
Sebas was Captain of the Combat Maids Unit until he was forced to step down (demoted) because he jeopardized his mission and Nazarick by selfishly taking in Tuare and thereby trouble.
Omega is lvl100 like Sebas so she replaced him as the new Captain of the Combat Maids though still also has to uphold her duties as an area guardian
