Tentacles became popular in Japan due to their surprisingly strict censorship laws. Penises would either get black strips over them, get completely colored white, or get pixilated. Tentacles, however, weren't legally seen as sexual. Thus, artists would substitute penises with tentacles so that their customers would be able to seen as much detail where penetration is concerned without having it be obscured.
TL:DR Japan likes tentacles because of dumb censorship laws.
