Its nice art, but there's a bit of a problem here.
Koi ponds are NOT onsen. The hot spring, or even hot bath water, would probably kill the fish. And if the water is comfortable for them, its probably a very cold bath.
Second, fish crap in the water they swim in, so as a bath in a place that provides those nice floating serving trays, it would suck.
