No, whether or not Navi is annoying to a person doesn't determine if they are a REAL fan or not.
Navi actually wasn't as bad as everyone makes her out to be...wasn't it the fact that YOU kept talking to her that made her annoying? Sure, she did bother you during certain parts automatically, but most of the time, she can be avoided simply by ignoring her. ._. She was at least helpful to some extent when you were little and first played the game.
Midna wasn't too bad...she was a bit of a pest near the beginning of the game what with her smirking, making you do work, and whatnot, but she ended up being okay near the end. At least she was a little helpful...what with the warping, helping you move giant bridges/cannons, jumping precisely, and move to let you finish off multiple shadow beasts.
Tatl was just the same as Navi in a way. Except Tatl was an abusive ***** who was just a watered down Navi without her nice qualities.

Midna is much cooler than Navi. Yeah, yeah, maybe ya like Navi because she came first, but *I* say Nintendo really made Midna entertaining. Se had some depth. Besides, it was the first character in the Zelda series Link actually formed some kind of relationship with. He and Midna interacted in that one game more than Link and Zelda--the main protagonists of the whole damn series--ever did.
--which is another thing: makes no sense that people see Link and Zelda as a romantic coupling. Their relationship is very cut and dry, seems like to me. They aren't even *friends*. Zelda is always an asset in the destruction of Hyrule, so saving her basically comes with the territory. Link and Midna, on the other hand, grew an obvious bond out of their once strictly symbiotic relationship.
As for Navi, she was just...*there*, like every other sidekick in the series.

from what i've seen, midna is the only female in general that link seemed to have feelings for.
midna sure seemed to like link quite a bit, too... too bad TP ended the way it did.
i would've paid extra money to see link and midna end up together.
