The lower body has to be visible in order to use this tag. If a character such as a mermaid or other monster_girl does not have a bottom that would normally be clothed, use nude instead, and only tag topless if there are clothes on the normally unclothed bottom half. Do not use nude, bare_shoulders, bare_back, or bare_arms with this tag.
