It's not going to work if you're clicking on the "?" next to the tag on a post. You'll need to go to the wiki and use the "create" link ( gelbooru.com/index.php?page=wiki&s=create ) near the top left corner. You should be able to fill everything out from there.
You might also want to take a look at the howto ( gelbooru.com/index.php?page=wiki&s=view&id=22720 ).

Is there a particular tag for something like loose clothes, particularly strapless leotards, where the leotard folds forward and exposes the breasts?

can an image with only female presence be considered as "hetero", but which also evidently presents cases such as "after_sex", "after_fellation", etc.?
