It should be "Suzi Quatro". Jojo bizarre adventure show us the lives of the generations of Jojo family so we see many/most of them as children, adults and elderly. Obviously this is an elderly version of Suzi. I cant¨' be 100% sure since I'm not familiar with the manga though... maybe somebody that is can clarify?
