Is there honestly a difference between the two tags, or has some tag monster just decided that there should be two tags for the same thing?
I know that the gif is for the file type, but if you search these tags in two different windows 19/20 times, there is the same picture.

animated is for stuff like animated_png's.

Yes, there is a big difference. "animated" includes both "animated_gif" and another large subgroup of animated images that do not at all fit in "animated_gif".
Try searching "animated_png".
"animated_gif" exists for people looking for only animated GIFs.
"animated_png" exists for people looking for only animated PNGs.
"animated" exists for people who want animated images, but don't care about the file format.
