I want *everyone* from the top level of government and silicon valley mega-conglomerates down to small scale media creators (writers, artists, game developers, etc) to follow that advice.

How about if deleted comments were copied over to a database first? Thy aren't listed under the picture any more, but they would instead get copied over with the following data:
User that made the comment
Date & time made
IP address (with room for IPv6)
Mod that deleted it
date & time
original comment
Mod comments
(various categories the comment & actions could be classed as)
This way there is a record, you can recall the original comment, and if needed mods can explain why they made the deletion

That would require resources and coding time that they probably don't have to spare. It's understandable it's not a high priority for them.
