Toddlercon is not allowed on Gelbooru anymore. The tag count includes deleted posts with that tag. There is nothing wrong here, you are not supposed to get any results if you are searching for toddlercon.

what about just regular loli, not toddlercon? that’s not showing up for me, for some reason, and i changed my post threshold like it says.

Loli/shota may be a toggle in your user settings now/soon.

It's not image score. Scroll to the bottom. you'll see:
Display all site content
This will enable access to more fringe results. Account not required.
