The wiki does say:
"Translations should be fully English if possible. Ideally, it shouldn't contain any Japanisms such as ~ and similar symbols that don't exist in English"
so the translation must be to english. Hope someone revert what that user did.

Russian notes would already be a bit iffy but replacing an existing translation with them is definitely bad news, not sure what the mindset was there.
Whatever the case, them and the few other posts from this artist that they messed with should be fixed now.

Hmm, so I tried out this translation thing and that seemed to work out fine. And while I was at it I decided to spend some time to also check off that commentary_request, but somehow my quote turned up as a bunch of ???
Is there something I'm missing here?

If I have to guess, maybe is the comment section doesn't allow non latin alphabet characters

I'd bet it's trying to inherit the formatting that the text has on Pixiv and the quote box doesn't like it. Try "paste as plain text" when you're copying the JP over and see if it works (0v0)
