There are cultural differences between Japan and AmeriKKKa, for one. Everyone in the West is more open about sex thanks to the 60's revolution, and it has a much larger porn industry. Bigger audiences means more mainstream acting. Japanese porn is more focused on a niche so the scenes are more like soap operas (just like a lot of their TV series). Then there is the difference between anime and live action- (what little there is of) Western-animated porn is generally closer to Japanese ecchi anime than any real life equivalent.

If you're only talking about hentai, then of course they're not going to act like American actresses. They're trying to create fantasy fetish worlds for otaku, starring fictional characters with over-the-top personalities. The seiyuu know how to exaggerate the expressions of the people they're voicing so they sound very different from real life people. Although, a lot of media has influenced Japanese culture to the point that they adopt the traits and mannerisms from fantasy, but that's another subject.

^Adding on to what supremz said; In terms of overall quality, it isn't even close: In hentai the writing, plot and acting are all a crap-shoot. (Music is more limited, it ranges from mediocre to bad, but it's going to be on mute anyways.) Hentai is like pizza in the sense that when it's good it's great and when it's bad it's still pretty good because you didn't have to do any actual work for it.

Meanwhile, American porn with it's obsession with the gonzo style is just about always bad, but it depends on what kind of bad is it. American porn is like a convention hookup, in that the best you can expect is an option where it's not immediately obvious how it's going go south. It's slowly getting better, with certain glamor sites having a much higher production value and actual attempts at acting and story, but I miss the days where I can flip to HBO and catch a B-movie with explicit scenes or a softcore porno.
