.....Wow....you guys are totally clueless...but no..not a younger valk. Don't even see how he reminds you of valk, unless your talking about certain features. Even then I still don't see it. Characters have similar features all the time but this one looks more a vampire type....if anything he looks close to that one dude in darker than black...forgot his name or even if they mentioned it lol.

Younger valk looks WAAAAAAY tighter than that according to phase zero.

Trust me, Valkenhayn looks epic there so try to find pictures..in fact search here and you should find them.
Then come back and post who looks better.
