Uh, this is from quite a while before the release of the Fallout 3 vidyagame.

To the best of my knowledge, the Cafe of Broken Dreams was a unique encounter in Fallout 2 where you could see character sprites that didn't make it into Fallout 1.

You are correct, Cafe of Broken Dreams was a copy of the bar in the original game, and contained characters such as our beloved Dog Meat.

Yeah, this isn't from Fallout 3, AFAIK there the RotGut drink only appears in Fallout 2 :P
