Considering there is no jaw behind the teeth, I'm guessing one of three things.
1. A stimulation aid for the shaft
2. A naturally evolved anti-rape solution ( sharp toothy blowjobs= ouch)
3. A method of sealing up the hole from outside contaminants when not in use.
..........................or she uses them to bite off the penis as food for the embryo to feed on, kinda like how a female mantis eats the male after procreation........an impasse.
