The lore says, that Ahri wanted to be a human, when she still was a fox in ionia, thus becoming a gijinka, a kitsune with a human body and nine tails. Then, she started to mess with humans, playing with their minds to become more human herself.
Then, the league found her and her ability and wanted her to join, but ahri wouldnt, so they promised her to find a way to make her fully human.
The tails are nothing more than decoration on her dress, I suppose, so i think the artist wanted to show her, after the league fulfilled their promise.
Just my interpretation ~

Mostly correct, but the Even though she had the body of a human, she was still a fox in the way she though. It was instict that drove her to take what she wanted, like a predator would hunt prey and not think twice because it was a meal. However, as she became more human she started to realize that she was -killing- people. Since the only way for her to obtain her humanity is though killing people, What better way to obtain it then to let her kill people who can't die?
