This is clearly explicit, as it shows penetration of some sort.
Hell, it's explicit by virtue of being full frontal nudity.

Who the crap labeled it Questionable, and why can't I edit it to fix that?

Yeah Mihoshi was dumb as bricks but boy was she a hottie I would tap in a heartbeat along with the majority of the women from the Tenchi series. Whoever did the character designs for that series needs a reward. Haven't seen this many hotties come out of a show since Seikon no Qwaser.
