I would call it halftone as well. But when I select Filter> Pixelate> Color Halftone, I get the CMYK break-down with a white background. This should be relatively simple... you see it all the time.

@damaru,

I'm not sure but if i remember correctly,reading from one photoshop tutorial,there's something you need to do with the Colour Channels window to get that kind of pattern..
