Terumi faked that 'Kazuma' was still alive within his soul and begged for Platinum to remove the mind eater
Platinum talks to Nine, Nine being a dumbass as usual (seriously all this could be avoided if they took the route where Celica is used to power up that Black Beast killing machine, instead nope gonna kill thousands of people and stuff their souls in insanity creating weapons! All this because she didn't want her little sister to die...and no one calls it out in canon kinda a pet peeve of mine) removes and Terumi kills Nine and throws Platinum into the Border

Putting Celica in the lynchpin wouldn't kill the Black Beast, it would just render it inert for a few years, which is ultimately the same result as when Bloodedge stopped it for a year except now Nine doesn't have as much motivation to make the Nox weapons as Celica is dead from the start. Nine's big mistake is assuming she can control Terumi's will perfectly.
Nine's decision to not sacrifice Celica isn't called out before nobody wants to do it. Even Mutsuyoshi, who argues for it at the start, doesn't want to do it. And ultimately it doesn't matter because sacrificing Celica would create a time paradox because she's the one who takes in Ragna, Jin and Saya and raises them.
