From a gameplay perspective: Yes
Now from a story perspective: Ehhhhhh..... Maybe yes or maybe no.

But of course that's never gonna happen with the Crapcom of today.

X6 could have been saved if they spent more time working on the levels so the difficulty wasn't so all over the place for them. It felt like it was barely playtested.

X5 felt a little rough around the edges too and could have used a little more time to polish, but it was still kinda good at least.

X7 would need to be heavily reworked to be good.

Yes, X5 could have done with more polish and refinement. I don't know what they were thinking with Squid Adler's stage, other than driving you insane to get that armor piece, and Duff McWhalen's stage seriously needed to just be tossed out completely. The fact that the Gaia Armor is just there for item collection, meaning that only X really has access to multiple heart tanks just gave the finger to those who enjoyed playing Zero.

X6 shouldn't have existed in the first place, but in all honesty the game needs serious rebalancing and drastic level redesigns. You should NOT need what would otherwise be optional parts or armors to make it through the fortress stages, nor should you have to reenter a certain stage potentially dozens of times just to get a single power up because of how the branching paths are randomly selected.

X7 is just a cluster fuck of horrid concepts and design that is just not fun to play, all broken up by the most obscene amount of load times this side of Sonic 2006.
