Actually, if you pay close attention, you notice that Shiroe and Karashin gave her this specific set of armor intentionally, in order to make her appearance more attractive to manipulate the crowd in her favor.

You don't even need to pay close attention. They say outright that it's for group morale. And she doesn't even fight at all. The armor is clearly not for practical purposes.

Also it's an RPG. less clothes better armor :P
