Rasengan is essentially a ball of compact, pressurised tornado made of chakra. It damages the foe by directly bursting the ball in a small point on the foe's body, causing high impact damage. So unlike most people think, Rasengan is actually a PHYSICAL attack, besides of course the Rasenshuriken.

Yeah, rasengan wouldn't work on Luffy, he's probably just stretch and go back the way he was. But the Wind Release: RasenShuriken can definitely damage him, it can be very dangerous. And apparently now he can throw it like a shuriken and it's even stronger than before because of sage mode if i'm correct and now it can expand on impact, in case you don't hit the target with it, it can basically go AOE on that motherfucker xD. And he can also make clones do the technique and when you think of how much chakra he has, at this point in time he can probably make lots of rasenshurikens and throw them, it would be crazy shit. He can probably do like a version of Rasengan Barrage but with RasenShuriken, i think, unless he's been slackin', which he has as we've seen in the manga, even Kyuubi was like, man you've gone weak, or something similar if i remember correctly xD. Oh but one question though, i wonder if RasenShuriken can still do something against his armament haki? I guess it depends on how much power he puts into the technique, idk. Exactly how hard is armament's haki? Is it harder than stone? steel? diamond? I remember in the anime that the RasenShuriken cut through stone like nothing, but idk about other stuff. Although, the rasengan did manage to make a whole into something made of steel, RasenShuriken should manage to cut steel. It would definitely make for an interesting fight xD.
