How is it not? According to her Wiki page, Felicia is a catgirl/bakeneko (changed cat), which implies that she was originally a cat that changed into a yōkai (supernatural creature).

Incorrect, for tagging purposes it doesn't matter if the creature exist for real or not. If a non-human creature is having sex with a human, it gets the bestiality tag.

If it is an anthropomorphic animal, then it gets the furry tag.

Felicia is not an anthropomorphic animal. She is the 'ears and tail' variety of catgirl, which is explicitly called out in the tag description as not being furry.

Felicia is an anthropomorphic animal. She has body fur as well as real claws. A character does not have to be covered head to toe in fur to be a furry.

In fact, being anthropomorphic has nothing to do with fur at all. It is when anything that is not human is given human-like attributes.

Her base design is nothing more than a human woman with cat ears and cat paws. If it has a human face and skin, it is not considered furry.

Be like calling those numerous doujins where the main character's cat turns into a super hot human woman, furry.

If Felicia had a cats head with animal features, then yes, it would be furry. But monster girl =/= a furry. So the tagline is inaccurate.
