I think so, although I don't think they can be dyed. I think this is more of a representation of the Miqot'e dancers commonly seen about.

During an Arcanist quest you dress as slaves to infiltrate a pirate vessel. I don't think you can keep the outfit though. How ever, you can obtain a similar outfit for a disciple of magic through Dzemael Darkhold, level 44.

Nowadays, there's a Tafetta Shawl and Loincloth that you can have crafted and I'm pretty sure it's dyeable. Requires an item from retainer ventures in order to do it though.
