Eh...This doesn't really count as yandere.

Jinx is just crazy and loves destruction.

1509742 - Lets see....'love', 'crazy', 'destruction'....

That pretty much sums up yandere.

See, yandere is for a /person/, though. Jinx is crazy in the "blow up buildings for shits and giggles" sense, not the "I'll kill any bitch that hits on [insert name here]" sense. You've got tons of actual examples for yanderes.

To list a few; Sekai and Kotonoha from School Days, Harley Quinn from Batman, Jin/Nu/Tsubaki from Blazblue, Catherine from Catherine, Tharja from Fire Emblem: Awakening, Dist from Tales of the Abyss (though he's more in the aftermath stage), and Yandere-chan of the still-in-development Yandere Simulator.

As we have no commentary, anybody else in the picture, or any text to go off of, Jinx has nobody to be yandere over, and it's well known that she's just completely bat-shit crazy.

Now, adding onto that comment, if you're reluctant to believe just anyone popping up with examples and a strict criteria, there's a page on here defining use of the yandere tag: www.gelbooru.com/index.php?page=wiki&s=view&id=233

Anon#1760367 -
Not exactly, since yandere implies loving a person, not an act.
If she's loves destruction, that's not yandere.
Now, if she loves someone that represents destruction, that might be yandere.
