Probably a thick rubber or latex, judging from the seams and position, although this might just be something on behalf of the artwork.

It's a pretty interesting concept, though, and it would be super nice if it had a backstory behind it.

He is wearing latex. It's in the pixiv tags and most of this artist's artwork involves latex.
