Well, the ability to use Speed Force (Ruby), leave body doubles (Blake), hulk out (Yang), go Magneto style (Pyhrra) is kind of wizardy of its own. And don't even start on Weiss.
What Neo did in that episode was simply created a glassy double and helped Torchwick get away to the chopper.

I'm not sure, but I think Neo's body is imbued with dust, kinda like Nui from Kill la Kill. Notice the name resemblance, also the umbrella and being cute/terrifying.

I remember this scene, is from the first season of ojamajo doremi, every witch was dumbfounded with the "magic" tricks of the main characters, the last one was this trick, even the witch queen tried to pull it off to no avail as it was only a hand trick, not even witches can pull their fingers off.
