I've always believed that her whole character is but a Celty Sturluson (Durarara!!) tribute, as it's well-known that Okayado is a fan of that series.

Heck, the Dullahan Girl from his ''My Life With a Monster Girl'' series (Which IMHO, were the prototype of this manga) had the black smoke thingie coming out of her neck....
